Philadelphia attorney S. David Fineman moderated a panel of real estate tax-assessment experts, hosted by the Philadelphia chapter of Lambda Alpha International, the honorary society for the advancement of land economics.

The discussion was titled “Philadelphia Actual Value Initiative: Was the cure worse than the Disease?”
The panel dealt with current problems with the real property tax assessment system, including computer flaws and lack of uniformity of valuations.

Panelists mostly agreed that the current assessment system does not have consistent determinations.
Panelists were Harvey Levin, past vice chairman of the Philadelphia board of revisions of taxes and former director of assessments, and member of the Philadelphia BRT Gene Davey.

Fineman, managing partner of Fineman Krekstein & Harris and board member of LAI, led and moderated the group.
